Function epl_contact_capture_user_can_manage

Check whether the current user can manage contact-capture data.

The contact-capture form is a public lead-capture feature, so this is NOT an access gate on the form itself. It is used only to exempt trusted logged-in users (agents/admins) from the anti-abuse rate limit applied to anonymous submissions. Uses the same configurable capability as the contacts screen.
